Questions worth asking include: are field crews directly employed or subcontracted, what instrument calibration records are maintained, and how is quality-checked data structured for handoff to the design team?

A consultant with in-house field teams and a documented QA process will typically produce more consistent deliverables across a multi-phase project than one relying on ad hoc subcontracted crews.
